Does the game have a LAN mode? If it does then its most likely possible to play using Tunngle
It have LAN, but when i wanted to connect with my friend today, we couldn't. When we tried to search us by LAN games, it was searching for games forever. There is also Direct IP option, but we can't find each other. Thats why I thought that it is some problem with Steam game, that I need some kind of ***** to play throu Tunngle.

Solved it! Just had to fiddle with ports on my router.

Install Europa Universalis IV (FLT Release recommended)
It would be useful to keep the link up to date with also the latest patch versions. Advisable would be to use 1.1.1c (FLT release on TPB; include the link on Wiki/PANIC) at this moment, as the MP patch seems to work flawlessly with this. As I don't have the reputation to make the corrections on the Wiki, someone needs to include this. Repeating the same lines in the chat gets tedious.
Download and Install Steam Client
Perfectly fine. Only advice, which seems to be currently under 'troubleshooting' and should be included here is to set the location to UK-London straight away. Solves Steam connection issues and MP greyed out problem. Would be easy to mention creating the new account here as safety.
Download the latest MP-Fix, extract it to your Game Installfolder and read the included RVTFiX.nfo File
This is fine. Just note to do it after the patches. If new patches get released, re-apply the MP-fix.
Join the Europa Universalis IV Network (Tunngle)
Yup. Some seem to have issues, that are resolved by running as admin or running the EU4 starter through Tunngle.
Start Steam and Login
Steam is vital to being able to play multiplayer at all. You can not play any aspect of multiplayer without Steam, as it uses Steamworks to connect. There is no LAN play as such (well, at least I have not managed to do anything for any game to show up under LAN. Through Tunngle, all the games appear in 'Scan Internet'. Thus, no Steam, no game.
(Optional) Join the Steam Community Group
Sure, whatever floats your boat.
Start the Game
When you have done so, ALT-TAB and make sure Steam shows that you're playing Spacewars. If not, you've done something wrong. Restart the game, restart Steam, restart Tunngle, and for the sake of it, restart your PC as well.
Go to Multiplayer -> LAN -> Join any Match
Go to Multiplayer -> Scan Internet -> Check the version of the host -> Join Game
EDIT Extra: If you have trouble finding your friend's game or any other specific game, use 'Connect to ID' (in 1.1.1; IP in 1.1.0 and below). As you might have noticed, ID, not IP. To get the IP, the server host has to only look at the top right of his screen in the lobby; hover his mouse over the text "EU4 v1.1.1c" and provide that to others.
