Ok, here are the solutions:

1. You used an older Tunngle Setup file - Downloaded the actual version? TunngleSetup_v4.2.2.4.exe - 3 MB - 2009-09-16

2. Your system time is incorrect

3. You need administrator rights for the installation

4. A firewall blocks the adapter installation.

Be sure, before you install the actual version, YOU MUST make a clean deinstallation of the older version and RESTART after this. Very important

Login on your System as Administrator, or click right on the Tunngle Setup file and choose 'run as Administrator'.
With system time i mean your correct date. If your system is using the wrong year, it can cause trouble on installing the adapter. That's related to the integrated driver certificates.
